Wow, that long? I'm guessing if they're not up by now, probably not at all, but who knows (well, I guess FestyDave does). Here's hoping- used to love reading them on the airplane.

You may have to just get to the grounds early and buy a program to read while waiting in line for your favorite food!
There are always some great coupons inside it for food deals. Since I'm there both weekends I take advantage of most of them and give away the ones that I know I'll never get around to.
Also makes for a nice souvenir if you bump into a performer for an autograph! I think they're around $5 and are available all around the grounds.
I double-checked my blog archives, and yes, they did do them last year. But they didn't come out until 4/24, 3 days before Fest. So maybe next week?

Yes, I think there have been bios every year, but they've been coming out closer and closer to fest. Offbeat usually posts bios shortly before fest as well, and Gambit Weekly used to, but I don't remember if they've done so in the last year or two.

The Off Beat Jazz Fest Bible, published every year has all the bios plus lots more including all the latest album releases. Great for free!

They posted bios last year because I always print them out. They always wait until 3 days before to post in my recent experience.
