snort.
francesca, my bro took his 16 year old son to the football bowl that was in nola this january. they went to a restaurant and sat at the bar. the bartender asked what my bro's son would have. my bro said he's 16. he'll have a coke. the bartender said it's new orleans. he can have whatever he wants.
at a club on frenchmen-dba-we could not get corona's 18 year old daughter even in the door no matter how hard we tried, much less get her some liquor.
i'm not a drinker so i can only tell stories i've seen or heard. but i think the answer is it depends.
good luck.

While I don't confess to look as young as I did at 16, I can say I've NEVER been carded anywhere in New Orleans. In fact, last year I actually lost my license and was concerned it would prevent me from getting into some places. I'm not sure if I was relieved or insulted that nobody asked to see my ID.
special cake!

i have a wonder, vintage, nola lighter story......
1000 years ago when STL acquired the Rams and they were still in the same division with the Saints, we were at the Dome for a game between these two teams - make that a Lame between these 2 - they were fighting for last place. anyway, the cig smoking section of the dome was in these vestibules and we were in there where the real party was happening. i borrowed a light from a saints fan and it was a dual bottle opener & lighter - long enough ago i had not yet seen such a thing. i asked where i could get one, and he started to explain where the gas station was in Metairie, then he said 'just keep it, i'll get another one'. the lighter no longer works, but i still have it. such a wonderful gesture, i cant part with it (bottle opener still works).
