Louisiana’s Governor Won’t Seek Re-election

BATON ROUGE, La. (AP) -- Gov. Kathleen Blanco, whose popularity plummeted after two hurricanes devastated Louisiana during her term, announced Tuesday that she will not seek re-election.

The decision will let her get what she called important initiatives through an upcoming legislative session without having to worry about political considerations, she said in a television appearance Tuesday evening.

''I am doing this so we can work without interference from election year politics,'' Blanco said.

She had already broken the news in phone calls to legislative leaders, a meeting with her Cabinet secretaries and in a letter to her staff.

Blanco, a Democrat from the state's Cajun country, had already drawn a half-dozen challengers for this fall's election -- including popular Republican U.S. Rep. Bobby Jindal. She defeated him in 2003 with 52 percent of the vote to become Louisiana's first female governor.

Former U.S. Sen. John Breaux, a popular Democrat, has said he will decide soon whether to enter the race.

Blanco was seen as so politically weakened by hurricanes Katrina and Rita that Democratic powerbrokers questioned behind the scenes whether she was re-electable or whether she should step aside to give another Democratic candidate a better chance at the post.

Blanco, 64, had been widely criticized not only for her response immediately after the storms, but also for a bureaucracy-bogged recovery effort.

That effort included the ''Road Home'' program, designed to funnel billions in federal dollars to pay hurricane-struck homeowners for repairs or buyouts. More than 115,000 people whose homes were damaged in 2005 by the hurricanes have applied for the aid. As of this week, about 3,000 have received grants.

After Hurricane Katrina flooded 80 percent of New Orleans, Blanco was criticized for not requiring an evacuation of the city earlier and not sending in buses sooner to take stranded residents from the city's shelters. Criticism also fell on President Bush and Mayor Ray Nagin for a government response seen as inadequate at all levels.

Time magazine labeled Blanco one of the nation's worst governors, saying she should have had a plan to evacuate the poor and the elderly. Rita hit southwestern Louisiana almost a month later, causing more devastation and adding to Blanco's problems.

Blanco's hope for a political recovery had been largely pinned to the Road Home effort. But months dragged by with few receiving aid.

Blanco, a former high school business education teacher, started in politics as a consultant on redistricting issues. She was elected as a state representative in 1984 and later moved on to the state's utility regulatory body, the Louisiana Public Service Commission, and served as lieutenant governor.

The governor's decision makes her a lame duck six weeks before lawmakers return to the state Capitol for their regular legislative session. Only days ago, she proposed a record $29.2 billion state budget for next year.

Blanco, who has blamed national Republicans for shortchanging the state on aid and of playing politics in the storms' aftermath, took a swipe in her brief Tuesday night speech at opponents who ''attempted to exploit those tragedies for partisan gain.'' But she focused mostly on the April 30 legislative session and her hopes for the remaining nine months of her term.

Jindal, wishing Blanco and her family well, said Tuesday: ''This is the governor's day, not mine. Campaigning can wait.''

Wow! It does sound like he's a lovely man, incredible husband (!) and respectful person . . . what are his policy positions like? Not to mention that's good and refreshing to hear that he doesn't seem to practice "politics as usual" . . . I used to think that about John McCain until recently - sigh.

Jindal is a political prodigy, and a certified genius. He's been an outstanding asset for our state. He would be the smartest Governor we've ever had, narrowly beating Buddy Roemer. Buddy couldn't break the Good Old Boy Network though, but he did some good stuff.

I think the reason Blanco won the Governors race is because she was "from here" . The rednecks could not vote for Jindal. I wonder how all of this Katrina stuff would have played out if Jindal had won. Now Foster Campbell has thrown his hat in. Dem saying he is going to get rid of personal & corp income taxes in the State & tax oil. Oh here we go again, politics in Louisiana, let the games begin.

This will be interesting, to see if Breaux can get his residency establsihed. He's been working in DC for a Bush commission on tax reform since he left the Senate. The big question is does he really wanna come home? Without the 9th Ward and NO East he might be spinning his wheels, and I really think he wants to retire. Beside a serene and beautiful bayou on his family farm. He's been gone a long time, too long.

As for Edwin. I think, because of recent LA Supreme Court rulings he will be eligible for any local or statewide office the day he steps out of the federal jail.

of course, it was a done deal she could not get re-elected, and her expressed motivation for not running is good. of course, things would have moved ahead much more quickly had she made the announcement she was not seeking (doomed) re-election over a year ago.

jindal is a GOP hack in the end. in some ways, this is not altogether bad for the state. look at haley barbour in mississippi. that state has had a much better recovery process than LA, much of it due to his leadership and connections with people in DC. (not that i would have ever voted for such a reaganesque insider). no one, including jindal, would have been able to solve the post-katrina problems on a state level; i think there is consensus as to where the major failings occured and it wasnt in BR.

jindal may be the front runner at this time, and he certainly came close before. however, he is still as establishment GOP as it comes, and you can forget about such things as protecting the fragile LA environment and helping the middle and under economic classes should this guy get elected. oil companies, get ready for the juiciest tax breaks known to man. damn the gulf. wait...maybe i mean "dam the gulf" and sell it to shell.

Any person who is going to do what is right for NOLA specifically and Louisiana in general is someone who I would support, though I don't count as a Louisiana voter..yet. I have never voted for a republican but sometimes desperate times calls for desperate measures ;) By all accounts I have read about Jindal though, he is a class act.

Dr. A - Well, I'm glad to hear that Haley Barbour has done some good for MS, I remember when I was at my Dad's (who lives in Memphis) when he was running a few years ago and my Dad was a BIG fan . . . which disturbs me, as I am a polar political opposite from my Dad (bless his heart).

This is what would give me pause about Jindal if I were a voter in LA:

However I didn't - I was one of the Gropenfurher naysayers from the first days (I was even embarrassingly quoted on the front page of the Sacramento Bee basically saying that) - even though I was NOT a Gray Davis fan by any means.

You'd think with all of our extreme emission standards (which leads to our gas prices being the highest in the U.S.) that some of that would apply to our local politics . . .but one thing I learned working for some very large and powerful California trade associations is that most of the State Assembly is dumber than a bag of hammers and the crappy term limits doesn't help any!

Thanks, FG. I have always liked that reference for voting...lets you make your own mind up for sure. I just want to get a feel of how LA. residents feel about him-I am sure "the Google" will allow me to dredge up both good and bad-like I said before if he can help I am possibly willing to overlook party lines-just never done it before.

Doesn't seem like he ever left Sacramento! Did he actually DO anything up there? Ironically, his big thing here is "fixing" education and our friends who hate him the most are teachers! They feel he using them to become Gov at the expense of the students.

Hell to the No!!! He never did anything when he was in the Assembly either . . . figures teachers don't like him. Sadly, they're probably right - but Hahn wasn't much better (if any from what I heard). Unfortunately, L.A. hasn't been well served by a mayor since I lived there and that was back in the Tom Bradley days - sigh.

Hell to the No!!! He never did anything when he was in the Assembly either . . . figures teachers don't like him. Sadly, they're probably right - but Hahn wasn't much better (if any from what I heard). Unfortunately, L.A. hasn't been well served by a mayor since I lived there and that was back in the Tom Bradley days - sigh.

I'll have to disagree on that. Hahn's problem was he is basically an honest man in a corrupt system. Bradley got things done because his hands were in EVERYBODY'S pocket. (I happened to work for one of the MetroRail contractors at the time).

That's interesting feedback, Festie!! It's weird though how the opposite is what's perceived outside of L.A. . . .

I have to say I didn't know much about Hahn, but we did hear about ethics issues in his administration - again, I don't live down there anymore and that's just the perception that was received up here in the hinterland . . . at least Hertzberg didn't win!! :)
