Well, I know of two possible reasons for this:

1. Last year there was a national project that asked kids from all over the country to donate Legos to help replace Legos lost by kids in New Orleans from the storm. 2. However, as that doesn't look like those photos - the more likely explanation is that this is the Lego Miniland of New Orleans that was built in the Legoland in Denmark: http://tinyurl.com/2t7v7c

The photo in the little description of the New Orleans Miniland looks like the same setup as the one above with the 2-story white house.
